David E. Haines II

David comes to CEBA with expert knowledge in bringing innovation and technology to enduring challenges, leading teams in understanding the benefits of results-based thinking. Most recently, David served as the chief strategy & innovation officer at BakerRipley, working to solve issues associated with value creation and protection. He spent a decade with Royal Dutch Shell analyzing and managing risks associated with energy development prior to accepting a Presidential appointment to join the U.S. Department of Interior as the deputy assistant secretary for land and minerals management. In this role, he helped to deliver one of the most aggressive regulatory agendas in the history of the Department and promulgated regulations impacting the U.S. and 1.7 billion acres of the U.S. outer continental Shelf. David has provided management consulting services in a number of countries and served as the head of the U.K.’s Department of International Trade’s sector for Energy, Environment and Infrastructure, where he assisted international companies developing business opportunities in the U.S. and the U.K. David holds a bachelor’s degree in International Relations from Morehouse College and a master’s degree in Public Policy from Harvard University.
