Richard England

Richard England is the Senior Director of Government Affairs at CEBA. Rich brings over 15 years of experience in federal policymaking and government relations.

Most recently, Rich was the U.S. Government Affairs Lead for Renewable Energy Developer, Corio Generation. He has previously served as Vice President of Government Affairs at the National Ocean Industries Association where he shaped oil, gas, and renewable energy policy and secured key wins in the Inflation Reduction Act. From 2013 to 2019, Rich served in the U.S. House of Representatives, rising to Deputy Chief of Staff, for a Senior Member of the House Energy and Commerce Committee, leading bipartisan legislation and managing constituent outreach. Earlier in his career, Rich analyzed energy policy at Washington Analysis, LLC, helping large institutional investors navigate federal policy.

A George Washington University history graduate, Richard lives in Alexandria, Virginia with his wife and two children.
