John Miller

John Miller is the Director of Policy, Transmission, leading CEBA’s work to open and maintain access to robust, competitive markets for emissions-free energy through innovative transmission and interconnection policies. John brings 15+ years of experience working on electricity policy and regulation. Most recently, he led advocacy on transmission and markets at Clearway, a leading clean energy independent power producer. Other notable roles include serving on staff and as a Commissioner’s assistant at the Federal Energy Regulatory Commission, consulting for governments and utilities overseas, and working in regulatory affairs at electric utility Pepco Holdings. John holds bachelor’s degrees in economics and environmental policy from Indiana University and a Master of Public Policy from the University of Oxford. He and his family live in Washington, DC.
