Comments of the Clean Energy Buyers Association in Response to Texas’ Review of Wholesale Electric Market Design
The Clean Energy Buyers Association (CEBA) filed comments on December 10 to the Texas Public Utility Commission’s Market Design Docket (PROJECT NO. 52373), marking the third filing for CEBA on this docket. The Market Design Docket focuses on reliability and outage concerns at the Electric Reliability Council of Texas (ERCOT) that resulted from Winter Storm Uri.
In this latest filing, CEBA urges the Commission to gather and incorporate stakeholder input as part of the market’s redesign efforts. Specifically, CEBA believes that the Commission should include the Phase 1 “Next Steps” as part of the Commission’s Phase 2 in order to gather additional stakeholder perspectives. CEBA also encourages the Commission to incorporate a more robust evaluation of the potential cost to customers in their principles.
