Manager, Government Affairs

As Manager of Government Affairs, Joshua St. Pierre brings experience in bipartisan federal advocacy and coalition building. He is excited to work on behalf of CEBA’s membership and to help drive federal policies that enable faster, more effective deployment of clean energy solutions. Most recently, Josh served as Senior Manager of Legislative Affairs at the American Public Gas Association (APGA), where he led federal legislative strategy for more than 700 publicly owned utilities. In this role, he managed APGA’s relationships with congressional offices and advanced the association’s priorities in energy, infrastructure, and safety policy. Before APGA, Joshua worked on national advocacy campaigns focused on state and federal public policy engagement across the Southeast and Midwest, supporting initiatives that strengthened grassroots mobilization and multi-industry coalition development. A native of Dayton, Ohio, and a proud graduate of the University of Cincinnati, Josh now lives in the Capitol Hill neighborhood of Washington, D.C. Outside of work, he enjoys exploring the District’s parks, discovering new restaurants, and keeping up with the latest debates in energy policy.
